Description of the contract

The Detention and Debriefing Intelligence Unit, debriefers’ offenders to establish gaps in our intelligence. Debriefs are conducted within the detention estate as well as working alongside colleagues in the source handling unit. This is to establish if the person providing the intelligence can be of use for other areas of work, (CHIS) Debriefs are not to establish what happened during an incident, but to gather intelligence on the cause of the issue, be it trafficking, document fraud etc. To assist with the above a 5 day debriefing course is required for 2 staff members in February 2015. The course we require needs to cover:- Practice debriefing techniques on different types of persons. Debriefing techniques, including a live session at a HMP. RIPA policy. Other Acts that are covered during the course, HMPs, Immigration. Cover stories for those being debriefed. Text and how to write them. How to write a debrief and other intelligence gathering techniques. Ensuring the safety of the persons debriefed and when to refer to the security department.

CCS uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet. Any organisation intending to submit an expression of interest must be registered as a supplier with the CCS eSourcing Portal. To register, visit the Portal’s Login Page at https://gpsesourcing.cabinetoffice.gov.uk and complete the online registration form by clicking on the “Register Supplier Organization” link at the top of the page. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 1 working day. Please contact the Crown Commercial Service (CCS) Supplier help line on 0345 010 3503. Once registered, organisations intending to submit an expression of interest must send an email to cclhr@ccs.gsi.gov.uk any time up to, but no later than 13:00pm Monday 15th December 2014. The email should be entitled SO7731 DEBRIEFING TRAINING COURSE FOR INTELLIGENCE DEBRIEFS and contain the following details: your organisation’s name; your contact’s email address; your contact’s name and your contact’s telephone number. Additionally when bidders submit their expression of interest they will need to provide their bank details on letter headed paper, an email address for any potential purchase orders to be despatched to and contact details for relevant contact. Any expressions of interest not submitted in the required form (or containing the requested information) may be rejected.
