The contract is for the provision of delivery of the Spectra, Aberdeen Festival of Light 2016. We are seeking an experienced provider to devise and deliver an aspirational and accessible programme of high quality original public artwork in the medium of light at the primary site of Union Terrace Gardens. Work will include projections, sculptural and installation work by local, national and international artists. The programme will make best use of the site and surrounding city centre spaces and reflect Aberdeen’s cultural and heritage strengths and sense of place, making best use of the city’s unique architecture and spaces.

Delivery Payment. Aberdeen City Council will provide the annual payment in four instalments at scheduled stages:
— Appointment of Contract: 25 %;
— Production: 25 %;
— Installation of Work: 25 %;
— Project completion and final reporting: 25 %.
Payment will be made in accordance with the Terms and Conditions. Value added Tax, where applicable, shall be shown separately on all invoices as a strictly net extra charge. Each invoice shall be uniquely identified and shall specify the following minimal information as set out in the ITT Payment Terms.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering.
