The Delivery of Breathing Apparatus Training:
Contract Reference Number: 3918.
Warwickshire County Council (WCC) are seeking experienced and competent provider(s) to deliver General Breathing Apparatus Refresher training (LOT 1) and/or Carbonaceous Fire Behaviour training (LOT 2) according to Home Office Guidance and Compliance Framework Compartment Fire Behaviour training volume 4 and national guidance for Breathing Apparatus Training at operational levels as reflected within the tender documentation, contract and specification for Warwickshire Fire and Rescue Service.
The standard is generally about up skilling and maintaining competency and confirming competency around the knowledge and skills whilst developing Fire and Rescue staff in Warwickshire. The delivery of the training must be to the current Home Office (Fire and Emergency Planning Directorate) policy for Breathing Apparatus training in General Refresher and Carbonaceous Fire Behaviour.
The provider will deliver the provision of real fire environments which are defined as Fire Behaviour standard cribs. This applies for both LOTS 1 and 2.
The Provider must be in a position to commence the delivery of the training for one and/or both LOTS at a minimum of 10 calendar day notice commencement from April 2013 at times and venues agreed with WCC and/or WF&RS.
This service is for Warwickshire Fire and Rescue staff across Warwickshire. All delegates will be working towards achieving specific General Breathing Apparatus Refresher training and/or Carbonaceous Fire Behaviour competencies.
The training will be at venues and times which will have been mutually agreed with Warwickshire County Council and/or Warwickshire Fire & Rescue Service.
The provider will be responsible for organising and booking of the venues. All venue costs (if relevant) including all associated costs of the venue will be the responsibility of the Provider.

1)Short description
— The provider will supply a venue for use in the provision of general breathing apparatus refresher Training where a real fire environment to a minimum standard of Real Fire Behaviour standard type cribs which must be provided.
— Day 1 AM will be to address and expose all of the delegate to the techniques used for tackling high temperature live fires in a real environment.
— Day 1 AM will be to Attack a fire in development in suitable buildings. All of the delegates must be trained in this area before moving on to the next phase.
— Day 1 PM will require all delegates to undertake real fire fighting training scenarios to Real Fire Behaviour standard type cribs within a range of property types such as High Rise, Basements, Large Commercial property and Compartments.
— Day 2 will require all delegates to undertake real fire fighting training scenarios within a range of property types such as High Rise, Basements, Large Commercial property and Compartments.

— The provider will deliver the provision of specialised Carbonaceous Fire Behaviour Training within a real fire environment which is defined as Fire Behaviour standard cribs.
— The morning phase will be to address and expose the entire group of delegates to the techniques used for tackling high temperature live fires in a real environment.
— The morning session will be Demo and Attack in fire development units. All of the delegates must be trained in this area before moving on to the next phase.
— The afternoon session will require all delegates to undertake real fire fighting training scenarios within a range of property types such as High Rise, Basements, Large Commercial property and Compartments.
— The afternoon session will also involve all of the delegates to move down through a heat barrier.
