The Council is seeking a development partner to design and deliver a range of new or refurbished office and civic accommodation that forms part of an integrated mixed use development on the Brixton Town Hall area. The partner will be expected to use their skill, flair and expertise to conceive and deliver a new mixed use scheme underpinned by the Council accommodation augmented by community, residential, commercial and public realm to create a vibrant centre of activity. Significant value will be generated by non-Council accommodation and they expect the Council’s civic space will be partially funded through the value of enabling development.
The Council own the freehold or long leasehold interests in Town Hall area and can offer their partner certainty and control during the development period and ultimately ownership of the non Council accommodation and release value for the partner. Additionally the Council-owned International House will be transferred to the partner following relocation of staff and available for change of use or development to release further value.
The Council requires around 16 000 sq m floor space for civic accommodation in total, this should include the Town Hall. It is expected that the remaining (around 13 000 sq.m) will be a combination of refurbished space and new development.
The location and configuration of the civic accommodation would be agreed in collaboration with the development partner and to form part of the integrated mixed use scheme. The intention of the Council is to facilitate a development that maximises value through residential and commercial development as part of the scheme.
The Council will not be prescriptive in the layout allowing the parties to use their flair and imagination to design the optimum layout that includes the Council’s office accommodation to be returned to them on a freehold or long leasehold basis. The developer will be free to dispose of the surplus areas and take receipt of the value generated.
