The project seeks to provide a holistic engineering solution to the multiple quality and maintenance drivers at the two locations, including compliance with the Bathing Waters standard, the Water Framework Directive consent and a new phosphorus consent.
Subject to the design proposed by the successful bidder, works are likely to include (but are not limited to):
— Refurbishment of existing facilities;
— Storm storage;
— New sewage transfer pipeline;
— New primary, secondary and potentially tertiary treatment;
— Additional final effluent UV treatment capacity;
— New or modified outfalls with hydro-generation;
— New wastewater sludge treatment facilities including CHP engines;
— New effluent screening and grit removal facilities;
— Site drainage;
— Internal site access roads and parking/hard standing areas;
— Office accommodation;
— Amendments to site HV and LV power distribution;
— New SCADA systems including remote access and monitoring;
— Provision of temporary plant;
— Decommissioning of remaining redundant assets.
The Employer operates in a regulated environment and it is essential that the operation, quality performance and throughput of the existing Works are maintained throughout the construction period.

The deadline for submission of information is as shown in section IV 3.4 above.
An introductory presentation about the Blackburn and Darwen Integrated Solution is to be held at 10:00 on 16.6.2015 at a location to be confirmed in the Warrington (Cheshire, UK) area and interested parties are to confirm their intention to attend by mid-day on 15.6.2015.
The issue of this Contract Notice does not constitute a commitment from the contracting entity to undertake a public procurement exercise in the future for the Blackburn and Darwen Integrated Solution and the right is reserved not to award all or any part of this contract.
A response to this Contract Notice does not guarantee any invitation to participate in any future public procurement process that the contracting entity may conduct.
The contracting entity does not accept any liability for costs, fees or expenses incurred by any party participating in this procurement process and all such costs are borne by and are at the risk of the participants.
Any procurement of any services, supplies or works by the contracting entity in due course will be carried out strictly in accordance with the provisions of the Utilities Contract Regulations 2006 as amended.
