Title

Design and Build of The Lyell Centre Support Building

2.2

Description of the goods or services required

The Lyell Centre Support Building is a joint venture between Heriot-Watt University (HWU) and the British Geological Survey (BGS) to design and build support accommodation for both HWU and BGS. Under a separate contract the Lyell Centre is being procured and the Support Building is required to be completed in parallel with the Lyell Centre to allow the timeous relocation of personnel and equipment to coincide with the completion of the Main Lyell Centre.

The Lyell Centre Support Building is predominately an industrial shed facility to provide accommodation for collections storage (BGS), general storage HWU, an engineering workshop for BGS which will house shipping containers which BGS ship worldwide to complete research and survey projects. The engineering facility will also provide material storage areas, welding areas, general workshops, office and welfare facilities.

In addition to the above there are large areas of hardstanding / service yards, roadways and external services.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Candidates should note the following minimum standards:

PQQ Questions 3.2.1 to 3.2.3 and 3.3.2: a minimum overall average annual turnover of at least 4 times the likely construction value noted herein for the Candidate (or parent company if the Candidate wishes to rely on the financial standing of its parent). If the Candidate relies on its parent company or group of companies’ financial standing to meet this threshold a parent company guarantee must be provided.

PQQ Questions 4.1 – 4.4: The Candidate must have the following minimum levels of insurance or give a commitment, which will be a condition of the contract, to obtain these levels in the event of their tender being successful:

Public Liability 10,000,000 GBP or each and every claim.

Employers Liability 10,000,000 GBP for each and every claim.

Professional Indemnity Liability 5,000,000 GBP for each and every claim

Contractors All Risk Insurance 10,000,000 GBP for each and every claim

PQQ Question 5.6: The Candidate shall have certification to ISO 9001:2008 or equivalent for the services required by HWU.

PQQ Question 6.8: Candidates will be required to have a written health and safety policy in place.

Candidates who do not meet the minimum requirements set out in paragraph 4.3 above may be disqualified from this process and no further evaluation of the PQQs undertaken.

HWU may seek independent financial and market advice to validate information declared or to assist in the evaluation e.g. independent credit rating reports.
