This D&B contract is for works for the Orkney Research and Innovation Campus (ORIC) and will require demolition, refurbishment and new construction at the site of the old Stromness Academy and Primary School.
The contract will be awarded as a design and build (D&B) with the requirement that the contractor appoints their own design team to complete any post contract design necessary to enable the development to proceed. They will be responsible for the management of their designers and all sub-contractors to ensure that the project is delivered on time and to budget and will be required to perform the duties of Principal Contractor and Principal Designer under CDM 2015 Regulations.

It should be noted that this is a ‘live’ site and the Academy is already home to the European Marine Energy Centre, Heriot Watt University’s International Centre for Island Technology, environmental consultants Aquatera and number of other businesses as well as being in close proximity to a number of residential houses.
It is expected that the NEC3 ECC Option A contract will be awarded in December 2017 with a completion date of no later than 14.8.2019. Note, the contract includes for sectional completion.
The total value of the contract is estimated to be between 5 000 000 GBP and 5 500 000 GBP excluding VAT.
Highlands and Islands Enterprise (HIE) and Orkney Islands Council (OIC) plan to form a Joint Venture vehicle (the ‘JV’) through which both parties will provide funding and other support for the ORIC.
It is the intention that a Project Bank Account (PBA) will be used for payment of the Contractor and their supply chain. The account shall satisfy the minimum requirements of a PBA defined at Annex F of ‘Implementing Project Bank Accounts in Construction Projects’. http://www.gov.scot/Resource/0051/00512149.pdf In addition the PBA shall satisfy the minimum requirements for an effectively constituted Trust under Scots law.

Bidders are required to provide information on consortia (Q2C1 of ESPD) and/or sub-contractors (Qs 2C1 and 2D.1 of the ESPD) with the relevant supporting ESPD documentation being submitted.
