Description of the goods or services required

Zero Waste Scotland supports local authorities and other partners in communicating recycling services to the public to ensure high engagement and participation with these services. To do this we provide a range of template materials (alongside guidance) which can be adapted by partners and localised for their area and services, this means it is quicker and easier for LAs to deliver effective, consistent communications to their householders which are tested with consumers to ensure their efficacy. These toolkits need amalgamated, updated with new artwork and presented in a user friendly way on the Zero Waste Scotland partners -http://partners.wrap.org.uk/ website to ensure ease of access and use. This should reduce the amount of time ZWS Project Managers spend talking through resources and highlighting useful artwork/best practice guidance while continuing to provide a helpful support system.

The Zero Waste Scotland Partners website acts as a portal for LA communications detailing all available templates and best practice Zero Waste Scotland has to allow an LA to source, use and achieve sign off of their localised communications materials. Historically, the website hasn’t been well used and has gone through several revisions, there is now an opportunity to develop the ‘Campaigns’ section better for Local Authority specific resources and promote this better to LAs once it is developed further and a full suite of toolkits covering a range of topic areas are available.

Although there is no requirement in this tender for web development work directly, a good understanding of the website and how partners can use it is needed.

This tender details the requirement for a contractor to develop and deliver a number of communication resources including design of new communications materials which make up toolkits as well as testing of new messages that will need to be used for the new resources. These resources fill gaps in existing toolkits, once complete will be hosted on the Zero Waste Scotland partners website grouped together by theme.
