Sunderland City Council on behalf of the North East Local Enterprise Partnership is seeking to appoint a partner to operate a business ‘Growth Hub’ for the North East LEP area. In keeping with national government requirements as articulated by BIS and as part of the emerging national network of Growth Hubs, the North East Growth Hub will enable businesses in the LEP area to access the business and enterprise support and access to finance advice they need to start, sustain and grow their business activities.
The contract comprises of two components:
1) development of a digital platform (preferably utilising software available in the market which has the capacity for development); and
2) operation and management of the North East Growth Hub.
The North East Growth Hub will provide a range of functions. The successful bidder will manage the development and delivery of each function within the agreed contract period.
The successful bidder will be required to produce a business case for the operation of the North East Growth Hub for a 5 year period beyond the contract term.

Sunderland City Council on behalf of the North East Local Enterprise Partnership is seeking to appoint a partner to operate a business ‘Growth Hub’ for the North East LEP area. In keeping with national government requirements as articulated by BIS and as part of the emerging national network of Growth Hubs, the North East Growth Hub will enable businesses in the LEP area to access the business and enterprise support and access to finance advice they need to start, sustain and grow their business activities.

2) operation and management of the North East Growth Hub.
The North East Growth Hub will provide a range of functions. The successful bidder will manage the development and delivery of each function within the agreed contract period.
The successful bidder will be required to produce a business case for the operation of the North East Growth Hub for a 5 year period beyond the contract term.
Period of the Contract will be for 15 months from 1.4.2015. The Council reserves the right to extend on an annual basis the development and support maintenance of the awarded solution. This is subject to resourcing and at the sole discretion of the NELEP.

Tender Reference: QTLE 9R8M-BL4ISM. The Council will be using the Restricted Accelerated Procedure and completed PQQ Documents must be returned by 12:00 noon on 12.12.2014. Completed ITT Responses must be returned by 12:00 noon on 23.1.2015, in accordance with the instructions in the documents. All ITT documents are available via the portal.
No Previous application or expressions of interest shall be taken as an application for the purpose of this notice. The Contracting Authority will not be liable for any costs incurred by those expressing an interest or tendering for the contract opportunity.
The contract shall be considered as a contract made in England according to English Law and Subject to the exclusive jurisdiction of the English Courts.
The estimated total value of this contract for Sunderland City Council is between GBP 150 000 and GBP 500 000 for Sunderland City Council requirements.
