The Harlow Enterprise Zone occupies a strategically significant site between London and Cambridge, with its proximity to London and Stansted Airport making it a premier business location. Harlow Council’s vision, and the purpose of this procurement, is to create a new Science Park in an attractive campus style environment. Harlow Council is seeking to appoint a Development Partner, working through a joint venture or similar arrangement, to design, develop and manage the Harlow Science Park, for a contract term which is anticipated to be for a minimum of 25 years.
