The commissioning department require suppliers to provide them with a range of aviation services.
This contract will be divided into Lots and awarded as below:
Lot 1 — Cargo Services
The commissioning department will enter a framework agreement with operators to facilitate the rapid movement of cargo following a humanitarian crisis. Operators will have the capacity or network to move cargo globally in difficult and often challenging environments.
Lot 2 — PAX
The commissioning department requires operators with the capacity or network to move passengers globally in difficult and often challenging environments.
Lot 3 — Helicopters
The commissioning department requires operators capable of deploying rotary wing assets in response to a humanitarian need.
Lot 4 — Emergency Passenger Deployment
The commissioning department requires a select operator who can manage the urgent deployment of passenger aircraft to transport emergency responders such as search and rescue teams.

1)Short description

The two highest scoring direct operators and two highest scoring indirect operators to be awarded a Framework Agreement with all four operators competing for each route by mini-competition. Direct operators and indirect operators will be evaluated separately for the Framework Agreement and side by side in mini-competitions.

The three highest scoring bidders will be ranked in order and awarded a Framework Agreement accordingly. There will not be a competition to perform Call-down Contracts. The top ranked operator will be approached first to perform any resulting Call-down Contracts. If they are unable to provide the service, the second ranked bidder will be approached and if they are unable to provide the service the 3rd ranked bidder will be approached.
