DFID is seeking to establish a General Economic Development FA which can be accessed by other government departments.

DFID wishes to work with Framework participants who are committed to ensuring that the best technical development expertise is quickly and efficiently accessible to DFID staff/colleagues across the UK Government. The aim is to provide technical services that deliver economic development and poverty reduction outcomes for the UK’s development operations that maintain them at the forefront of international development best practice.

DFID’s economic development priority is to promote growth which creates more productive jobs and secures opportunities and benefits across society, including for women and girls and young people.

The full details of the services are in the terms of reference. It is anticipated that the framework agreement will begin June 2018 and operate for an initial 2 year period with the option for 2 further 12 month extension subject to ongoing need.

Objective criteria for choosing the limited number of candidates:

Mandatory and discretionary exclusion, economic and financial standing, technical and professional ability, modern slavery act 2015 requirements, minimum insurance requirements, tenderers past performance, duty of care, international aid transparency initiative, acceptance of DFID terms and conditions, and DFID statement of priorities and expectations / code of conduct, as outlined in document ‘PO 8126 GEDF Standard Selection Questionnaire (SQ) Supplier Information and Instructions’. A Tenderer must meet the selection criterion in relation to reliability namely that DFID must be satisfied that (i) the contracts on the list to be provided by the Tenderer have been satisfactorily performed in accordance with their terms or, (ii) where that has not occurred, the reason or reasons why that has not occurred in relation to any such contract, will not recur in the performance of the contract to be awarded. A Tenderer that fails to meet this selection criterion will not proceed further in this competition.
