Government Procurement Service (GPS) and Government Digital Service (GDS) have agreed the need for a new Digital Procurement Framework to support the Government’s Digital Strategy. This Framework will provide government access to a pool of suppliers of Agile software development and associated services, via a non-participating Neutral Vendor.
The Neutral Vendor will be responsible for:
Running the market – providing a choice of Agile capable suppliers to departments, to meet their needs for digital projects;
Developing local supply markets – clustered geographically to provide a local service to departments, and maintaining this capability pool to ensure long-term supply capacity
Enabling market visibility / data – giving departments the ability to:
— view what services are available (and from which suppliers);
— view suppliers’ track records (e.g. feedback from previous engagements, their previous successes, details of previous bids, etc);
— view bid content as a competition progresses; and
— nominate suppliers to be part of a competition where appropriate.
Facilitating pre-competition activities – supporting departments who wish to develop a business case for a competition, e.g. market engagement events, hacks, prototypes, bounty events, etc.
Supporting competitions – providing commercial and / or technical expertise, support and guidance to departments as appropriate, depending on their level of maturity.

GDS would like to share with suppliers its current thinking on the development and implementation of the Digital Procurement Framework.
This event is intended to encourage open dialogue with questions / answers between all attendees welcomed, to help us all develop our thinking and understanding of how the Digital Procurement Framework would operate to meet the objectives of GDS.
The event will be attended by GDS, GPS and potential suppliers of either the Neutral Vendor services, or the Agile development services.
Government Procurement Service is an executive agency of the Cabinet Office. Our overall priority is to provide procurement savings for the UK Public Sector as a whole and specifically to deliver centralised procurement for Central Government Departments. The centralisation, standardisation and aggregation of spend on common services is a key mechanism to deliver significant, sustainable cost reductions.
