Domestic Abuse Perpetrator Programme in South Cumbria
The aim of the project is to provide support for delivery of a domestic abuse perpetrator pilot programme taking a holistic approach working with whole families to reduce incidents of domestic abuse.

- This Invitation to Tender (“ITT”) has been issued by The Police and Crime Commissioner for Cumbria (the “Commissioner”) in connection with a competitive procurement for the Provision of a Domestic Abuse Perpetrator Programme in South Cumbria. This ITT covers the services for the Provision of a Domestic Abuse Perpetrator Programme in South Cumbria the Intention is to award any resulting contract(s) for a period of 18 months.
The aim of the project is to provide support for delivery of a domestic abuse perpetrator pilot programme taking a holistic approach working with whole families to reduce incidents of domestic abuse. The project should focus on working with Perpetrators to address their behaviour, as well as providing support for Victims of Domestic Abuse including children.
The proposal, aim and objectives of the pilot programme have been discussed at the Domestic Abuse Operations Board with partner agencies who all recognised the requirement for the scheme and supported the proposal.
By introducing the pilot scheme in South Cumbria area we are able to effectively assess the impact it will have on perpetrators and victims of domestic abuse and create a workable template of intervention which can be replicated across Cumbria.
The programme will be provided on a voluntary basis by self-referral or supported referral by an appropriate agency via an incentive pathway as an alternative to the juridical process.
Aims and Objectives
This project will establish the provision of community based Domestic Abuse Perpetrator Treatment Programme in South Cumbria. The project will link with appropriate agencies to support this, and ensure effective mechanisms are in place to receive referrals appropriate to supporting early intervention and prevention of Domestic Abuse in the home.
This service will aim to work with the whole family, specifically where children 0-18yrs are at risk from the effects of Domestic Abuse and the Perpetrator continues to live in the family home or who have considerable contact with the family.
The aim of the programme is to prevent escalation of Domestic Abuse in the home by working proactively with Perpetrators to address, challenge and change their abusive behaviours.
The longer term aim of this project is to provide an evidence based to facilitate securing further funding/investment in order to continue to provide this service locally and to potentially roll out this service across South Cumbria.
