Description of the contract

In line with the vision in Breaking the Cycle: Staffordshire’s Strategy for Tackling Domestic Abuse 2012-16, Staffordshire County Council are looking to commission a Domestic Abuse Perpetrator Programme in Staffordshire. The aim of the Domestic Abuse Perpetrator Programme in Staffordshire will be to work with Perpetrators, and those at risk of becoming Perpetrators, to challenge and change their attitudes and behaviour, using a tailored package of specialist interventions. The intended outcomes of the Domestic Abuse Perpetrator Programme In Staffordshire are: • The improved safety and freedom from violence and abuse for Victims and their children. • Child contact arrangements are safe. • An improved relationship between Perpetrators and their Victims and children which is underpinned by respect and effective communication. • Victims and children feel heard and cared about. • Victims are aware of and understand their available choices and are empowered to use this information to establish and maintain their independence and respond appropriately to issues about their own and their children’s safety. • Decreased isolation from services resulting in increased access to support for Victims and children. • Improved and safer parenting. • Improved life-chances for Perpetrators, for example, in terms of work / volunteering, self-esteem, reduction in substance misuse etc. • Perpetrators, Victims and their children are healthier, both physically and mentally. • Perpetrators exhibit reduction/ cessation of coercive, controlling and violent behaviour. • There is a reduction in repeat offences. The Programme will contribute to the delivery of the Council’s following priority outcomes that the people of Staffordshire will: • Be healthier and more independent • Feel safer, happier and more supported in and by their community.
