The Customer has adopted the cross-government definition for domestic violence and abuse as: ‘Any incident or pattern of incidents of controlling, coercive, threatening behaviour, violence or abuse between those aged 16 or over who are, or have been intimate partners or family members regardless of gender or sexuality. The abuse can encompass, but not limited to: psychological, physical, sexual, financial and/or emotional’. Aim of the Service: To provide a specialist high risk domestic violence and abuse (DVA) service to deliver support and information to Service users at highest risk aged 16 yrs and above. The Service will support a multidisciplinary approach to reduce the impact and effects of DVA in Wiltshire. Background & Overview: Wiltshire’s Community Safety Partnership have supported and agreed to the commissioning of a specialist domestic violence and abuse service model for high risk victims. Funding has been committed by Wiltshire Council’s Public Health and Wiltshire Police and Crime Commissioner (PCC). Currently in Wiltshire the Local Authority and the PCC have funded support for victims of DVA through the provision of a;— Independent Domestic Violence Advisory (IDVA) service and;— Domestic Abuse Outreach Service for standard to medium risk victimsIt is recognised that the provider of the new high risk DVA service will be expected to work collaboratively with the current provider of the Outreach Service, as well as across a number of statutory and voluntary organisations.
