The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services and / or goods.

 

Description:

We are looking for an experienced contractor to provide and install security adaptations to the homes of those who are high risk victims of Domestic Abuse/VAWG.

Tower Hamlets Council is committed to supporting a coordinated community response to domestic violence which:

  • Increases the safety of victims and their children
  • Enables victims to access the help and support they need
  • Challenges social tolerance of domestic violence
  • Holds perpetrators accountable and sends a clear message that their behaviour is unacceptable
  • Increases the victims safety & minimises the risk of any further domestic abuse being perpetrated

 

Tower Hamlets is looking to commission a service that can deliver The Sanctuary Project. This is a scheme funded by LBTH Housing Options Service to provide increased security in the homes of domestic violence survivors and their families as part of a safety plan.

 

This is a partnership initiative between the London Borough of Tower Hamlets Council, The Metropolitan Police and the successful Sanctuary installation company. The project offers victims of domestic violence the option to remain safely and securely in their homes, through the installation of free, tailored home security.

 

Every Sanctuary installation is assessed individually and tailored to the safety needs and circumstances of the individual and property involved. Police Crime Prevention officers are required to visit the home to assess and recommend the appropriate security measures, which will increase safety to the family home.

 

The awarded Sanctuary contractor will carry out these installations based on the recommendation of the CPOs.

 

The overall aims of the service are to:

 

  • Increase the immediate and long-term safety of adults and children at risk due to domestic violence
  • Support those affected by high risk domestic violence to remain living in their homes
  • Reduce the number of homeless domestic violence victims
  • Reduce the number of children who are made homeless due to the impact of domestic violence
  • Provide additional support to victims who have acquired civil orders against the perpetrator (For example, a non-molestation order)
  • Contribute to providing a multi-agency co-ordinated response to adult and child safeguarding concerns

 

The anticipated contract start date is: Wednesday, 01 April 2015

 

 

The estimated value of the contract is:

£90,000

For a period of: 12 months

 

Organisations 
wishing to express their interest are requested to register on the London Tenders Portal 
(
www.londontenders.org) where the tender documentation will be 
available for download. You may be required to complete a Pre-Qualification 
Questionnaire (PQQ).

 

Organisations must ensure that access to the system is available to their representatives dealing with the contract.  The council will not be liable for the lack of delegated access within the organisation and will not send any documentation regarding the contract, which shall be exclusively available through the portal.

 

Tenderers are responsible for allowing sufficient time to submit their ITT/PQQ. The Council accepts no liability whatsoever for ITT/PQQs that are not submitted due to internet connectivity issues, transmission delays or errors.
