Sunderland City Council are looking to put in place a framework for the provision of ‘Care and Support at Home for Adults’ for a maximum period of 4 years. The framework will be divided into 3 lots:
1. Lot 1: Care and Support at Home for Adults,
2. Lot 2: Care and Support at Home for Adults with Complex Needs,
3. Lot 3: Care and Support at Home for Adults — Support Service Lot.
The tender will be conducted via the online NEPO portal, you must register as a provider on the NEPO ProContract system to participate at the following link:

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum 10 calendar day standstill period at the point information on the award of the framework agreement is communicated to tenderers to provide time for unsuccessful tenderers to challenge the award decision before the framework agreement is entered into. Unsuccessful tenders shall be notified by the contracting authority as soon as possible after the decision is made as to the reasons why they were unsuccessful. Where the tenderer considers that the contracting authority has acted in breach of the Public Contracts Regulations 2015 (‘the Regulations’) and that, as a result, the tenderer has suffered or risks suffering, loss or damage, the tenderer may bring proceedings against the contracting authority under the Regulations. Proceedings must be brought in the High Court and are subject to time limits within 30 days of the date upon which the tenderer knew, or ought reasonably to have become aware, of the grounds for challenge.
