Notes:
Reading Borough Council (RBC) currently commissions approximately 300,000 hours of home care per year at a cost of approximately £5.1m through 20 providers who are on the authority’s current Domiciliary Care Accreditation Select List (DASL) list.
Domiciliary care provides a support solution whereby people can benefit from having care and support in their own homes delivered in a personalised way to assist them with their daily living activities. Individuals are enabled to live independently in their own homes, with a service that meets their varying care and support needs; are able to access appropriate community facilities and remain as independent and self-caring as possible. Services are delivered across all adult client groups, with the majority of clients being frail elderly. Services include personal help in walking, bathing, dressing, feeding, and preparation of special diets and supervision of self-administration of medications but are not limited to those activities.
The current DASL framework expires in April 2015 and there will be a re-tender of services later this year leading to DASL 2, a new list of accredited providers, being in place by April 2015. Existing contracts will continue until the new list is in place. The Council will take this commissioning opportunity to refocus the borough’s response to meeting the need for home care services within the current national and local context. This will include:
§         Supporting the market to develop a wider range of care and support services that will be available to the community along with a focus on promoting wellbeing and preventing, limiting or delaying dependence on statutory services.  We expect to see a greater emphasis in the services we commission on increasing independence and enabling people to remain in their own homes as per the local authority’s obligations under the requirements of The Care Bill

§         Transforming the provision of home and community based support through a newly developed commissioning model focused on the delivery of outcomes
 
The Council is seeking to work with suitably experienced and innovative providers to help transform and improve care and support services. The Council wishes to hear the views of providers on how a sustainable system of domiciliary care can be delivered. Engagement events for existing and potential providers are planned which will also provide an overview of the Council’s intentions, together with outlining how the procurement process is
to be undertaken.
