The Council is seeking to implement a Dynamic Purchasing System to deliver generic domiciliary care services across the county borough, Neath Port Talbot is dedicated to providing quality services to individuals that are sustainable and flexible, in order to meet current and future needs and demands.

II.2.4)Description of the procurement:
The Council intends to work with providers who share our social care values of providing high quality services and promoting positive outcomes for individuals. Providers are required to support and promote our social care values of delivering services that are person-centred, accessible, flexible, reliable and responsive. Supporting individuals to be enabled, empowered, and encouraged to live independently for as long as they are able to in their own homes and local communities.
Providers must understand the challenges of delivering domiciliary care within an area comprising of rural, valley and urban communities. Ensure that they have sufficient capacity to accept appropriate referrals and be committed to responsibly and sustainably developing their Organisation, in order to meet the anticipated demands for services across the whole county borough.
Providers are required to deliver services to a wide range of individuals and must be registered with the Care and Social Services Inspectorate for Wales (CSSIW) for the length of the ‘Agreement in Relation to the Provision of Domiciliary Care Services to Older and Disabled People’.
The Council is seeking providers who adopt an outcome focused approach to service delivery, and strive to enable individuals to achieve positive outcomes in their lives. As such, Providers are required to deliver a service in line with the Council’s enablement ethos that supports its strategic quality outcomes.
The Council intends to continue to commission the existing packages of care with the current Providers already delivering care at home services in Neath Port Talbot. All new packages of care will be allocated via the Dynamic Purchasing System. Providers will have the opportunity to bid for each package of care that is commissioned via the Dynamic Purchasing System.
To help stimulate a robust local domiciliary market in Neath Port Talbot, to meet current and future demand. The DPS will enable new Providers to join the local market, who can apply to be registered at any time during the period of the contract.
Allocation of packages via the Dynamic Purchasing System is as set out in the tender documentation.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives.
