The Contracting Authority is seeking expressions of interest from suitably resourced and experienced security and access systems maintenance contractors. The Contracting Authority is an arms-length management organisation (ALMO) who manage the social housing stock of Salford City Council based in Salford, Greater Manchester. The Contracting Authority is to change in to a registered provider of social housing as a not for profit organisation during March 2015 and will take ownership of Salford City Council’s housing stock.
The Contracting Authority is seeking to appoint an economic operator pursuant to this procurement exercise who will be the Contracting Authority’s primary contractor for a period of 2 years, with a unilateral option on the part of the Contracting Authority to extend for a further 2 years, for repair, maintenance, servicing and modifications to door entry system, CCTV, proximity access and control systems and auto doors, gates and barriers.
The services provided by the appointed economic operator will include, but not be limited to repair, maintenance and modifications of wood, composite and steel doors, including all door furniture and glazing.

II.2.1)Total quantity or scope:

The Contracting Authority intends that the contract will start on, or shortly after, 1.4.2015 in line with the end of current arrangements. As this contract principally relates to reactive repair work, there is no planned programme of works currently. The Contracting Authority has estimated, based on current requirements, that the services as described in section II.1.5 will be expected to fall within the range of value as detailed here.
The economic operator appointed following this procurement process will observe the terms of any contacts entered into pursuant to it, and the Contracting Authority reserves the right to terminate any such contract, or bring to an end any partially complete service requested, for failure on the part of an economic operator to satisfactorily achieve any performance levels or requirements.
For the avoidance of doubt, the Contracting Authority reserves the absolute right not to request the undertaking of services as detailed in this contract notice for any reason including, but not limited to, a change of budget allocation by the board of the Contracting Authority or a re-allocation of services to another economic operator, including any in house direct labour organisation of the Contracting Authority.
Save for any mandatory periods, the time-scales indicated in this notice are approximate and the Contracting Authority reserves the right to amend the same.
The Contracting Authority intends that the contract awarded will be for a period of 2 years, with an option which may be unilaterally exercised by them to extend that contract for an additional 2 year period, subject in part to satisfactory performance of the economic operator to whom the contract is awarded. Economic operators shall note that the maximum duration of the contract shall be 4 years but that services instructed pursuant to the contract may last longer than the duration of the contract.

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: Economic operators will be required to complete a pre-qualification questionnaire (PQQ) which requires inclusion of relevant detail in relation to requirements relating to personal situation of those economic operators.
In particular, the Contracting Authority will consider all of the offences listed in Article 45(1) of Directive 2004/18/ EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) when making the decision on whether an economic operator is eligible to be invited to tender.
A full list of these criteria is included within the relevant legislation specified above.
For economic operators who are registered overseas, you will need to declare if you have any offences / misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists. Economic operators who have been convicted of any of the offences under Article 45(1) are ineligible and will not be selected to bid, unless there are overriding requirements in the general interest for doing so. Economic operators who are guilty of any of the offences, circumstances or misconduct under Article 45(2) may be excluded from being selected to bid at the discretion of the Contracting Authority.

VI.3)Additional information

Further to a recent successful ballot with the tenants, it has been confirmed by that the housing stock will transfer to the Contracting Authority. When the housing stock transfers the Contracting Authority will become a registered provider of social housing and may change its trading name.
The Contracting Authority considers that this contract may be suitable for economic operators that are small or medium enterprises (SMEs). However, any selection of tenderers will be based solely on the criteria set out in this OJEU Notice, the PQQ and ITT which will follow and the contract will be awarded on the basis of the most economically advantageous tender.
Please note that any variant bids submitted pursuant to section II.1.9 should be submitted alongside a bid as specified for comparison purposes and the Contracting Authority reserves the right to decline a variant bid which is not so accompanied.
