The Big Lottery Fund is seeking a suitably qualified service provider to provide evaluation and learning services for the pilot phase of the Early Action Neighbourhood Fund. The service provider will be required to provide evaluation and learning support services to grant holders as well as analysis on the effectiveness of the structure and delivery of the programme.

The estimated value of this contract is GBP 225 000 including VAT and expenses for the initial 5 year term.
However, the Fund reserves the right to extend the contract for up to a further 12 months and award further similar and additional services in which case the initial value would increase proportionality.

Information and formalities necessary for evaluating if the requirements are met: 1) Bidders must confirm if the circumstances as set out in parts 4 and 5 of Regulation 23 of the Public Services Contracts Regulations 2006 (as amended) apply.
Bidders will fail if any of the conditions apply and will be excluded from the procurement process.

Minimum level(s) of standards possibly required: Bidders are required to have adequate financial standing to perform the services without putting the Authority at risk. The financial ability of bidders will be assessed before their tender is evaluated as follows:
In order for us to carry out this assessment please provide copies of last 2 year’s audited accounts and annual reports to include:

— Full notes to the accounts,
— Director’s report/auditor’s report.
If you are unable to submit the information requested above because your organisation is below the threshold for which audited accounts are required, please submit the following documents instead:

Failure to achieve this minimum requirement and pass the financial assessment shall result in the bidder being excluded from further participation in the tender competition.
