Dorset County Council is seeking tenders from suitably experienced and capable service providers for an Effective Substance Misuse Targeted Outreach Service.
Dorset County Council, Children’s Services directorate is committed to working with young people who are vulnerable and as a result are at greater risk of poorer outcomes.
As part of this approach, we wish to maintain our focus on working with young people who are at risk of substance misuse and those who are already misusing substances, through providing effective outreach and some brief intervention work where necessary.
There will also be some direct work with young people requiring tier 3 support.
We are seeking to engage a provider who is able to share skills with those working in universal services in order that issues related to substance misuse and the risk taking behaviour can be dealt with across all sections of service provision in Dorset.
This package of work is about supporting young people to change behaviours, but it is also about building capacity within the organisations to participate effectively in preventative strategies around risk-taking behaviours.

The contract will commence from 1.2.2015 and will run for a period of 14 months until 31.3.2016 with the possibility of a further 12 month extension period.
The Contract Value is approximately 167 000 GBP per annum and Total Contract Value equating to approximately 367 000 GBP.

8.1. The Purchaser shall pay the Provider the Contract Price for the Contract Period as detailed in the Pricing Schedule at Appendix 2.
8.2. The Contract Price shall be inclusive of all costs, expenses and overheads but exclusive of VAT which shall be charged at the prevailing rate.
8.3. All payments shall be made in Sterling, unless otherwise agreed between the parties.
8.4. Payment shall be made within 30 days of receipt of a valid invoice for the Services performed to the satisfaction of the Purchaser.
8.5. Where the Provider enters into a subcontract for the provision of the Services, the Provider shall include in that subcontract a provision for payment within 30 days of receipt of a valid invoice.
8.6. If the Provider withdraws, makes unavailable or fails to provide the Services, either temporarily or permanently, the Provider shall reimburse the Purchaser the relevant proportion of the Contract Price in respect of the period of unavailability, unless otherwise agreed in advance with the Purchaser.
8.7. If the Purchaser intends to withhold all or any part of a payment, it shall give notice to the Provider to that effect, which notice shall specify the amount proposed to be withheld and the ground for doing so.
8.8. In the event of an extension to the Contract Period, the Purchaser reserves the right to review and change the Contract Price.
8.9. Subject to Clause 7, the Contract Price shall remain fixed for the duration of the Contract.
