Electric vehicles. Westminster City Council seeks Requests for Proposals from suitably experienced organisations to develop a joint venture entity that will deliver and manage Electric Vehicles (EV) Recharging Services with the Council in the City of Westminster.
Subject to the successful completion of the procurement process, the Council intends to enter into such contractual and other arrangements as are necessary to constitute the joint venture entity proposed by the successful bidder and to award to that entity a service concession contract.
The successful organisation will be expected to invest financially (directly and / or in kind) in the required charging infrastructure. WCC currently invests approximately 200,000 GBP per annum to roll out new posts on street and this level of investment is expected to remain. This funding is secured through grant funding and other financial opportunities as they arise. The Council will ensure that the public highway can be used for the electric vehicle recharging programme for all users, and deliver the required statutory undertakings. WCC will continue its statutory function of managing traffic management orders. It is also expected that WCC will work in partnership to manage the locations and the numbers of posts delivered through this programme.
The Council has the aspiration to work with Transport for London on the Pan-London electric vehicle recharging scheme (known currently as Source London, please see https://www.sourcelondon.net/). It is important for the Council to know how any proposals will work within this network, as well as if proposals are dependent on Source London Funding, or other public funds.

Please note this is a negotiated procedure leading to a Service Concession Contract. There will be Four stages to the procurement. Candidates must first pass a selection procedure in relation to their financial and economic standing and professional/technical capability, then the merits of the proposals will be evaluated as set out in the Request for Proposal Document to shortlist the 3 most economically advantageous proposals. The 3 shortlisted bidders will be invited to negotiate with the Council before submitting final proposals, which will be evaluated as set out in the Request for Proposal Document to select the most economically advantageous final proposal.
