II.1.5)Short description of the contract or purchase(s)

A. Network Housing Group (NHG) manages approximately 19 000 properties and is inviting expressions of interest from suitably experienced and qualified service providers to enter into contract arrangements to provide electrical safety management consisting of inspections, testing, planned maintenance, reactive repairs (including emergency electrical repairs) and rewire or upgrades to NHG properties in connection to the services specified in the Term Brief. This includes Electrical Installation Condition Reports; Portable Appliance Testing; inspection, testing and repairs to Lightning Protection Systems; electrical installation remedial works, including rewire / upgrade to fixed electrical installations.
b. NHG is procuring this contract on behalf of its 4 member organisations named in VI.3
c. NHG is looking for 2 contractors to deliver the services in domestic properties across the 4 organisations, one to deliver the services to dwellings and one the landlord/communal services. Both contractors will be required to cover for the other for example in providing quotations for work outside of the schedule of rates and will therefore be asked to demonstrate their ability to do both dwellings and landlord/communal.
d. The contract will be divided into 8 lots as detailed in Annex B. Network Housing Group will act as Client Representative on behalf of the Clients across all lots.
e. Service Providers must tender for Lots 1,2,3 and 4 or Lots 5,6,7 and 8 or for all lots but one contractor will not be awarded all Lots. One Service Provider will be appointed for Lots 1-4 and another for Lots 5-8.
f. The separation into Lots for the 4 Network Housing Group Members is solely to allow each Network Housing Group member to have their own contract and to pay the Service Provider separately.
g. Network Housing Group may undergo a corporate restructure (due April 2016) and depending on timing, the contracts entered into may be in the names of the original Group members or the successor Network Housing Group member(s). In the event that the contracts are signed by the original Group members, the contracts may be novated to the replacement organisation(s).
h. During the course of the contracts, they will be assessed against agreed KPIs and the extension of the contracts will be subject to performance against the KPIs. Each Service Provider will be assessed across the 4 Lots (1-4 or 5-8) and poor performance against one Lot may mean that all 4 will be brought to an early close. Details are provided in the tender documentation.

VI.3)Additional information

Network Housing Group is currently a group of four registered housing providers, Network Stadium Housing Association (NSHA), London Strategic Housing (LSH), Riversmead Housing Association (RHA) and Community Trust Housing (CTH).
In January 2016 CTH will become a Local Management Organisation (LMO) and will remain a separate entity named ‘SW9’.
In April 2016 it is our intention to restructure the remainder of the federated structure into one asset-owning organisation taking over the stock of NSHA, LSH and RHA, provisionally entitled ‘Network Homes’.
Dependent on timing, one of two scenarios will apply:
a. For Lots 1 and 5, depending on timing, the successful contractors will enter into a contract with Community Trust Housing or its successor organisation, SW9.
b. For Lots 2,3,4,6,7 and 8, depending on timing, the successful contractor will either:
i. enter into a separate contract with each of the Network Group members as named in I.2 and above in this section, and the contracts may be novated to the successor Network Group organisation, provisionally named Network Homes later in time; or
ii. enter into a contract/contracts with the successor Network Group organisation, provisionally named Network Homes.
In all scenarios Network Housing Group (or its successor) will act as the Client Representative for the contract across all Lots

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The contracting authority will observe a minimum 10 calendar day standstill period from the day after communication to tenderers of the authority”s intended award decision. This is to allow unsuccessful tenderers to obtain further information before the contract is entered into. There is no right of appeal to the contracting authority and instead the UK Public Contracts Regulations 2015 provide for an aggrieved party to apply to the High Court of England and Wales concerning any alleged breach of the 2015 Regulations. Any such action must be brought within 30 days of knowledge of the alleged breach unless an extension is granted by the courts. Full information regarding appeals can be obtained from the body responsible for the appeal procedure detailed in VI.4.1.
