II.2.4)Description of the procurement:

The purpose of this Tender is to secure a single contractor to provide electrical testing and inspection services of fixed wired installations and associated minor repairs across a range of properties owned or managed by Hampshire County Council, Hampshire Fire and Rescue Services, the Police and Crime Commissioner for Hampshire and the Isle of Wight, and the Isle of Wight Council.

Property types that comprise the programme includes but is not limited to schools, special schools, academies, faith schools, corporate offices, including data centres, day care centres, residential care, nursing care, libraries and museums, leisure centres, country parks, farms, residential housing, scheduled monuments, police and fire stations.

The contract will encompass:

— an annual programme of prescribed properties and required works;

— the rigorous 100 % electrical testing, inspection and certification of the fixed wired installations of buildings in the programme;

— reporting of faults found;

— provision of an Electrical Installation Condition Report, complete with list of coded defects for each designated building;

— an inclusive 100 % review of the buildings electrical system (excluding communications and IT);

— complete re-labelling, re-charting and the provision of schematic drawings;

— updating the Hampshire County Council Database for each property via web access.

Description of renewals:

The term of the Electrical Testing and Inspections Term Contract will be for an initial period of five years (from 3.7.2017 until 2.7.2022) with an option to extend the service period by a further 5 years (to 2.7.2027), subject to the successful and continuing performance measures identified in the Contract Documents.

An overall pass mark of 50 % shall apply to this prequalification stage. Suppliers who do not achieve an overall score of 50 % or higher will not be invited to tender.

In addition to the achievement of this overall pass mark, only the five top scoring organisations will be taken through to the Invitation to Tender Stage. In the event that any tenderers have the same overall mark, resulting in more than five top scorers, the tenderer with the highest score for the Technical and Professional ability (combined score for case study 1 & 2) will be taken forward to ITT stage. If the scores are equal for case studies 1 and 2, the tenderer with the highest score for case studies 3 and 4 (combined score) will be taken forward to ITT stage.
