Fire And Rescue Authority

Electrical ‘inspection, testing and maintenance contract’ and ‘call-out and repair contract’

1.4.2017 to 31.3.2020

Applications are invited from suitably qualified and experienced electrical building services contractors who wish to be considered for the provision of a 3 year term ‘Electrical Inspection, Testing, and Maintenance contract’ and separate ‘Callout and Repair Contract’ in respect of all fire authority properties covering Headquarters at Birkenshaw and separate districts in the West Yorkshire Area.

The ‘Electrical Inspection, Testing, and Maintenance contract’ will be awarded as 3 separate district contracts, 1) FSHQ Birkenshaw, 2) Leeds and Bradford and 3) Kirklees, Calderdale and Wakefield.

The ‘Callout and Repair Contract’ will also be awarded as 3 separate district contracts as above.

The electrical ‘Inspection, Testing and Maintenance Contract’ will involve periodic 3 yearly fixed wiring tests, annual emergency lighting tests, annual lightning protection tests, and annual PAT testing.

The ‘Callout and Repair Contract will involve the provision of both a general and emergency callout and repair service to provide a 24 hour, 365 days a year cover. Repairs will consist of both emergency and general day to day repairs.

Contractors will be required to be both a member the NICEIC, ECA, Constructionline and a recognised Safety Scheme in Procurement such as CHAS at the time of application or, in the process of obtaining the memberships and, if successful, will need to satisfy our additional enhanced Security and Health and Safety requirements. Inclusion upon the standing list cannot guarantee work instructions or guarantees to tender.

There is no Pre- Qualification Questionnaire but Interested Contractors must provide the following information:

— Brief resume of company, management and workforce structure, company location and financial values of work undertaken.

— Membership registration number of Constructionline or evidence of intended membership.

— Membership registration number of an approved Safety Scheme in Procurement i.e. CHAS or evidence of intended membership.

— Membership registration number both the NICEIC and the ECA.

— Trade Body Competence Accreditations

— Trading accounts for the last three years

— Bank reference details

— Company health and safety policy

— Confirmation of compliance with the Asylum and Immigration Act 2006.

— Evidence of established background pre-employment staff checking procedures in accordance with the HMG Security Policy Framework, to at least the Baseline Personnel Security Standard.

— 5 million GBP Public Liability insurance certificate,

— 10 million GBP Employer’s Liability insurance certificate,

— Tax certificate details,

— Three client reference contacts, preferably including one Local Authority body.

Responses will be assessed for suitability prior to shortlisting for invitations to tender and awarding of the contract.
