The Council is seeking to establish a single service provider to delivery Electrical works. The contract Contract will run for an initial term of five (5) years wit the option for the Council to further extend for three (3) + three (3) + one (1) + one (1) year + one (1) year at a time, up to a maximum of fourteen (14) years.

The contract relates primarily to housing stock although work to schools may be incorporated. The works comprise domestic re-wires; testing of electrical circuits; installation of door entry services; fire alarms; sprinklers and the like; cyclical services and call-outs to electrically based communal systems. The Council considers that the Transfer of Undertakings (Protection of Employment) Regulations 2006 (‘TUPE’) (as amended, re-enacted or consolidated) may apply to this contract. The purpose of TUPE is to preserve continuity of employment and to safeguard employment rights of all employees whose employment transfers to a new employer as a result of a relevant transfer.

II.2.1)Total quantity or scope:

The initial term of the contract will be for five (5) years although the Council has the option, at its absolute discretion, to extend the term for five (5) further periods of three (3) years, three (3) years, One year (1), One (1) year, One (1) year totalling 14 years.
The scope of works is anticipated to be in the region of 22 000 000 GBP – 26 000 000 GBP over fourteen (14) years; however there is no guarantee of any value of orders over the course of the Term Programme. The first full five (5) years value is expected to be in the region of 13 500 000 GBP.

Description of particular conditions: The successful provider and its supply chain will be required to participate in the achievement of social and/or environmental policy objectives relating to (but not exclusive to) recruitment,volunteering, apprenticeships, employment and training, priority groups, community benefits and supply chain initiatives for Small Medium Enterprises (SME’s). Accordingly, the contract performance conditions may relate in particular to social value considerations, to be detailed in the contract documents. There will be a requirement to apply the London Living Wage in their employment terms and conditions.

The Council reserves the right, subject to the provisions of the Public Contracts Regulations 2015 and other rules governing public procurement, to change without notice the basis of any part of the procurement processor to cancel the procurement at any time and not to proceed with the award of any contract at any stage of the procurement process.
