Leicester City Council maintains a corporate environmental management system under the Eco-Management and Audit Scheme (EMAS). To maintain our registration; we require the services of an approved Verification organisation to undertake an annual examination of the system and to issue the council with an annual declaration that allows us to re-register the organisation.
Leicester City Council requirements:
The provider is to conduct the verification and validation of Leicester City Council’s environmental management system to Council Regulation (EEC) No. 761/2001 – Eco-Management and Audit Scheme (EMAS).
The Verification and Validation process will involve examination of documentation and visiting a sample of the sites. At the conclusion of each stage of the process, the verifier will issue a report containing observations, areas for improvement or non-conformities regarding relevant processes.
On satisfactory completion of the verification and validation process, the verifier will stamp and sign the environmental statement and will issue a signed declaration to Leicester City Council.
Unless otherwise agreed with Leicester City Council, or as directed by the EMAS Competent Body (IEMA) the provider is to carry out an annual verification and validation visit in line with the 3- year cycle under article 6 of the EMAS Regulation along with a 1-day planning visit 6 months before the verification visit. We currently produce full environmental statements every third year, with annual interim statements in between.
The provider is asked to provide a quotation for carrying out the above work in the form of:
All inclusive day rate (including all expenses)
Estimate of annual number of days required to undertake the work as defined above.
The provider should demonstrate their expertise to carry out EMAS Verification and specifically the EMAS Verification of Local Authorities similar to Leicester City Council.
Please provide the names and contact details of at least 2 other organisations that we can approach for a reference.
The tender should state the capacity of the organisation to carry out EMAS Verification in terms of numbers of staff on the payroll who are qualified to undertake the role of Lead EMAS Verifier and in addition, those who are qualified to audit environmental management systems (but not to take the lead verifier role).
Please provide CV’s of the staff who will be used to carry out the specified EMAS Verification work for Leicester City Council. We are particularly interested to see the extent of their experience in verifying other local authorities.
With reference to Leicester City Council’s Environmental Policy (enclosed) please explain any measures you would take to comply with the policy in delivering the service to the Council.
