II.1.5)Short description of the contract or purchase(s)

Bidders are invited to bid for a single or multiple lots within the framework, each lot will be evaluated separately and a single provider will be awarded per lot.
Surrey County Council (SCC) are issuing this invitation to tender for the provision of a framework for employee health and well being services for a period of 4 years. This framework is being conducted by Surrey County Council, however has been developed in collaboration with East Sussex County Council and is part of a wider partnership within Surrey and East Sussex County Councils.
The framework consists of 3 lots:
1. Lot 1 – Occupational Health and Well Being Services,
2. Lot 2 – Employee Assistance Services,
3. Lot 3 – Absence Management services.
In addition, a number of other public sector organisations have been involved in the development of the specification and can therefore call off from this framework. They’re as follows:
1. Surrey County Council and the 11 Districts and Boroughs as named below:

1)Short description

This lot requires the supplier to provide to the organisation advice on matters relating to the health, welfare and well being of its staff together with fitness for work. SCC is seeking a suitably qualified and experienced provider to deliver a service that provides a fully managed occupational health service which includes (but not limited to):
— Medical screening for new appointments,
— Medical examinations and fit for work assessments,
— Work station assessments,
— Fit for work assessments,
— Ill health retirement advice,
— Advice together with proactive well being initiatives,
— Promotion of well being and healthy living.

Lot 2 is for an experienced organisation to delivery an impartial and employee assistance service to help employees deal with both work and personal problems that might adversely impact their health, well being and/or job performance. This will include:
— Phone based support available 24/7,
— Web based information and support resources,
— Short-term (up to 6 sessions) counselling services,
— Web based counselling request booking.

1)Short description

Lot 3 is for an Absence Management service to provide an impartial absence recording service for employees and a robust reporting tool to enable senior management and HR to monitor organisational wide absenteeism and enable informed decisions on how to minimise absenteeism in the organisation. The service includes:
— Day 1 Help desk capture of employee absence and notification to management,
— Nurse informed day 1 guidance to employee, if required,
— Robust self serve reporting to enable the customer to monitor absenteeism in real time,
— Benchmark reporting against a range of factors,
— Trend analysis,
— Advice and guidance to the organisation on minimising absenteeism.
