Description of the contract
The Flexible Support Fund (FSF) is intended to help Jobcentre Plus District Managers to deliver elements of our service in the way they see fit for their Districts. In particular, the FSF enables District Managers to trial different approaches to tackling worklessness. Greater autonomy for District Managers will enable Jobcentre Plus to respond to one of the priorities of the coalition government – public service reform and the devolution of power from the centre to the front line. District Managers are best placed to deliver elements of our service effectively and efficiently, procuring external services where appropriate, in order to meet the needs of local customers. The East and South East Scotland Jobcentre Plus District has identified a need for bespoke provision for pre / post Work Programme Claimants, with an offending background, to help them to progress into work. Disadvantaged and vulnerable individuals, serving Community Service Orders (CSO), who have recently completed CSO or who have older convictions on their record face numerous barriers to accessing employment and progressing. This provision will address the barriers and employability issues related to a Claimant’s conviction, allowing them to compete more effectively in the employment market and secure sustainable employment.
