Energy Performance Certificates for Various Properties across Fife

2.2

Description of the goods or services required

Fife Council requires Energy Performance Certificates (EPC) for 67 various properties across Fife.

The address of the properties are contained in Section 7 – Pricing Schedule. A layout drawing and the asbestos register for each building is also provided.

Fife Council requires interested parties to provide a lump sum tender, by noon on 16th May 2014, for providing the Energy Performance Certificates to Fife Council by 30th June 2014.

The Consultant is to provide the following for each property:

a)One fully laminated hard copy of the EPC should be supplied, colour printed in high resolution on good quality paper.

b)An electronic pdf copy of the EPC along with sketches showing zoning, any dimensioned sketch surveys produced, the EPC Recommendations report and the input files where iSBEM has been used to produce the EPC (all to be electronic).

c)EPC’s should list cost effective measures to improve buildings which are reasonably realistic for the building e.g. with a shorter payback than about 7 years.

An electronic copy of each completed EPC is to be sent to Derek Bayne (Derek.Bayne@fife.gov.uk).

In the Benchmarks section of the EPC where it states:

Where the accompanying recommendations for the cost effective improvement of energy performance are applied, this building will have a rating.

The cost effective measures listed on the EPC shall be used to determine the value inserted at this point, with the correct rating shown adjacent. A value of 0, a rating of “??”, or of “Carbon Neutral” shall not be acceptable. EPC’s with these figures shall be returned to the Consultant for them to be redone at no extra cost to Fife Council.
