The London Borough of Southwark (the council) is seeking to appoint up to 3 contractors to provide a full and comprehensive enforcement agency service on behalf of the council’s Parking Services Team. The services require the tracing of debtors and the collection of debt associated with unpaid Penalty Charge Notices (PCNs) issued under the Road Traffic Act 1991 (as amended) and the Traffic Management Act 2004.
The council envisages appointing the three highest scoring tenderers to the framework once the evaluation process has been completed.

The council issued 12 000 Warrants of Control during 2013/14 and 15 617 in 2012/2013, the general trend is down. PCN issuance is stable at around 100 000 PCNs per annum but more are complied with at earlier stages. The best performing bailiff within the framework would expect to receive between 50 % and 75 % of the work in the new arrangement.

Applicant organisations should note that this is a voluntary notice for Part B services. The contracting authority has decided to advertise the procurement in the OJEU in order to ensure that it reaches the widest possible audience and not because it is required to do so under Directive 2004/18 or under the Public Contracts Regulations 2006 as amended.
