II.2.1)Total quantity or scope:

It is anticipated that the contract will commence in August 2014. The EF4N Programme will operate in England and will be available to the existing companies within the current F4N programme, as well as to new eligible SMEs.The Provider will be expected to integrate the existing SMEs from the current into the EF4N programme where appropriate.
The programme is primarily available to SMEs located in England. However, SMEs located in Scotland and Wales will not be excluded from accessing the EF4N services although separate arrangements to cover the costs of services provided will need to be agreed between the UoS and the Provider where necessary and in advance of any support given to SMEs located outside of England.
The EF4N programme must be delivered in conjunction with, and maximise the benefits of, the Government’s existing business improvement programme Manufacturing Advisory Service (MAS). This is to take advantage, and maximise the benefits, of an existing, publicly funded programme.

The tenderer will need to demonstrate a turnover of GBP 3 million per annum for the last 2 financial years in order to show they have sufficient financial capacity to provide the service.

The tenderer will need to demonstrate they have suitably experienced staff in their advisory team with a good understanding of the 3 key areas of the Civil Nuclear market and must:
— have expertise of successfully delivering a similar type of programme (business improvement to SMEs) in the advanced manufacturing sector including civil nuclear;
— be able to demonstrate a capability in supporting SMEs and in creating genuine advantage and growth for SMEs; and
— demonstrate an understanding of the MAS and F4N programmes and the principles underpinning their delivery.
