Description of the goods or services required

Zero Waste Scotland require Consultancy Services to assist with the production of a Business Case (cost/benefit analysis), for consideration by Zero Waste Scotland’s Senior Management Team, for the Selection of an Integrated Business System (ERP) and System Implementation and to provide Independent Project Oversight during Implementation, if the Project is approved

Business System Development

– The functionality of the business systems will be developed to a level that supports current and

emerging business requirements at a level consistent with our ambition;

– The core business systems will make it easy to find, understand and use data. These systems will be maintained by experts taking account of all business needs but with information made

widely available to all those who need to access it;

– Duplication of information systems will be ended;

– Information will be “linked together” within integrated systems so that cross functional reporting required is easier and Business Intelligence can be formed;

– Facilitate the publication of “Linked Data” to conform to our obligations under the Public Sector Information Directive 2015.

Business Processes

– The consultants review will facilitate an Business Process Review;

– An internal Business Process Review will re-engineer existing processes and workflows to reduce duplication and inefficiency, increase effectiveness (Most importantly, implement a

‘template-based’ approach leveraging best practices and not develop bespoke processes and solutions);

Data Management

– The governance of information across Zero Waste Scotland will be improved through a robust Business Information Strategic Policy, Governance framework and management structure;

– Ownership of the central datasets will be formalised and the process for accessing them, clearly defined;

– Duplication of data collection will not be permitted (i.e. local collection of variants of centrally available data);

– There will be clear definitions pertaining to each data set, ensuring that all users are aware of the ways in which data within the set has been collected, and/or interpreted;

– The most appropriate and cost effective software package to provide the necessary reporting capability both directly from the primary systems and multiple data sources to fully support operational decision making, performance monitoring and strategic planning requirements will be selected and implemented;

– There will be standard formats or dashboards giving users access to common information in real time.

People Management

– A Change Management programme will create a coordinated, cohesive, single team approach to business administration and foster a culture of continuous improvement;

– Administrative functions will be located in the most efficient and effective location depending on governance, operational and strategic requirements, which may centralise or devolve staff resource and activity;

– Training will be more focused, locating expertise close to the point of need but within a properly coordinated network that joins up pockets of knowledge and enhances operational resilience;

– Improved business productivity will be driven through stronger management, coordination and delivery of high quality academic support services.
