Crown Commercial Service (CCS) wishes to put in place a commercial vehicle for the provision of a securely hosted online eSourcing procurement solution or solutions. This requirement will be acquired as software as a service.

The solution(s) must allow the end to end management of sourcing activity in full compliance with the Public Contracts Regulations 2015 and national legislation and be flexible enough to take into account any subsequent revisions in the future.

The solution(s) must be able to:

— Support an API approach in order to create a seamless solution and work in conjunction with existing CCS technological solutions.

— If more than one solution procured, all solutions must have the capability to work in conjunction with each other.

— Provide a single point of contact for users and suppliers.

— Provide comprehensive, reliable audit trails, process reporting and other related transparency controls.

— Traceable supplier communications.

— Export and import content data efficiently.

— Must be user friendly in terms of navigation and that all activities/tasks involve as few steps as possible to maximise efficiency.

— a procurement process tool to manage the end to end process cycle covering all stages of the tendering process from notice creation to award of contract, including the automated publication of all notices, expressions of interest, requests for information and request for quotes, the secure exchange of all tender documents, a secure messaging system.

— an evaluation tool to manage the evaluation and consensus of tenders.

For information, in 2017/18 CCS managed through web based platforms the following:

— 61 above OJEU threshold procurements.

— 1 115 Call Offs / Open Market events.

— 69 e-Auctions (price only and reverse).

— 5 DPS.

We are therefore looking for a solution(s) to support this level of activity for customers and be able to support our growth targets.

The existing eSourcing platform has been in place since 2012 and supports the CCS core service offer. In 16/17 CCS manged the following business activity through the solution:

1) 55 above OJEU threshold procurements

2) 1 115 Call Off/Open Market events

3) 69 e-Auctions (price only and reverse)

CCS is therefore looking to support these areas along with its new DPS facility and the solution(s) must be able to support CCS and other public sector customer’s business activity.

The solution(s) will need to support existing PCR 2015 regulations and be flexible enough to take into account any subsequent revisions going forward.

CCS will host a webinar for all interested parties to describe the context of the project and share the draft specification of user requirements and the technical specification.

There will be an opportunity for potential providers to comment and provide feedback on the key documents and to contribute views on an appropriate pricing model.

The service that arise from this framework will involve the supplier holding material that has been assigned a protective marking under the Government Security Classifications Scheme (April 2014). It will be a condition of this contract that this material must be protected.
