II.1.5)Short description of the contract or purchase(s)

Essex County Council (ECC) intends to establish a 4 year Framework Agreement for principal contractors to carry out design and construction related works primarily on behalf of ECC. The main driver for demand within ECC is the capital programme to expand the number of school places across the county. This programme is typically valued at 40 000 000-50 000 000 GBP per annum. The Framework Agreement will be available to other Contracting Authorities within the East of England.
The Framework will consist of 2 separate Lots as follows:
Lot 1 works from a value of 50 000 GBP to 2 000 000 GBP;
Lot 2 works from a value of 2 000 000 GBP +
Applicants will be invited to apply for one lot only and each lot will have up to 5 Contractors.
ECC will use Constructionline and the PAS91 Pre-Qualification Questionnaire to reduce the administrative burden on suppliers wishing to apply for this opportunity. If you are already registered with Constructionline, you will not need to complete the full PQQ, simply supply your Constructionline membership number and complete the project specific supplementary questions S1 to S13 in the separate document that will be provided. Please ensure that you log-in to your Constructionline profile and confirm that the information held on your company is accurate and that you are registered for Building (Design & Construct) — 45210000-2 and have the following notational values in place:
LOT1: Notational Value of 2 000 000 GBP or above
LOT2: Notational Value of 10 000 000 GBP or above

The Council makes no guarantee as to the amount or value of work awarded under the Framework. Call-off contracts will be based on the NEC3 suite of contracts, which will be amended to include ECC’s own requirements.
