Justification:

The EBA is expected to be required by Parliament to relocate its offices to Paris or La Défense (hereinafter “Paris”) no later than 30 March 2019. The decision on this should be taken in June 2018.The EBA has already begun a procedure to procure office space in Paris, with the building file being submitted to Parliament for its approval in early June 2018. Consequently, the EBA expects to sign a lease agreement for Paris office space in July 2018.This leaves the EBA with eight months to fit out the office space and relocate the London office to Paris.This is an extremely tight deadline, in particular given French building and fire safety regulations, and requires the EBA to have a fit out design and project management company ready to start work immediately upon the decision on the office space being taken.The EBA was not in a position to start this procedure earlier due to uncertainty around the building procedure to be followed, which had important implications for the fit out design.
