The ultimate objective of the Provision is for Participants to make progress towards and secure sustained employment.
The Provider is expected to deliver the Provision across the Liverpool LEP area The LEP covers the following local authorities of;
— Halton.
— Knowsley;
— Liverpool;
— Sefton;
— St.Helens, and;
— Wirral.

This is a notice for social and specific services in accordance with Directive 2014/24/EU of the European Parliament and of the Council Article 24.
Service delivery under this contract is expected to commence in November 2016 and continue until October 2019. There will be a further 64 week payment tail. The contract value is 1 854 000 GBP and there is a requirement for a minimum of 618 Participants to start on this provision.
The aim of this Provision is to help unemployed people enter and sustain employment. Through tailored, personalised packages of support, it will deliver additional, individual support to enhance and wrap around existing DWP mainstream provision, helping to ensure Sustained Job Outcomes for disadvantaged people who face multiple barriers to work.
The LEP has requested that the Provider should target the following groups as a priority, but not exclusively:
Individuals with medically or self-diagnosed mental health conditions who are in receipt of Incapacity Benefit / Employment Support Allowance. The Provision is for those aged 18 and over who are not on Work Programme.
The Provider must meet ESF specific requirements set by the European Commission and failure to comply can result in a high financial risk for both the Provider and DWP, as funds used inappropriately or for ineligible
Participants or purposes and/or where the ESF requirements have not been met are recoverable from Providers.
The Provider will use the Provider Referral and Payment (PRaP) system to receive their referrals and to record claimant activity. The Provider will therefore need to have met relevant security requirements when contracts go live.
This contract will be for the use of the Department for Work and Pensions (DWP), its Executive Agencies and those Non-Departmental Public Bodies (NDPBs) sponsored by DWP. DWP intends to award 1 contract for the delivery of services across Liverpool Local Authority areas. The value of this contract is estimated to be 1 854 000 GBP
DWP may increase the volume of referrals where there is an increased demand and additional funding is made available by the Managing Authority. DWP will also have the option to extend the contract for up to a further two years, subject to satisfactory performance of the contract and availability of funding. Any variations or extensions will be subject to discussion and agreement between the Provider, LEP, MA and DWP at the appropriate time. The contract value may also increase in proportion to the scale and/or duration of any extension or variation. All contract values provided within this Contract Notice are indicative contract values.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: This authority will incorporate, on a voluntary basis, a minimum 10 calendar day standstill period at the point information on the award of the contract is communicated to tenderers. The Public Contracts Regulations 2015 (SI 2015 No 87) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into the court may award damages and in the case of specified breaches of the rules may also order the termination or shortening of the contract and the levying of fines. Economic Operators seeking the termination of a contract (where this is permitted) may be required to bring action within 30-days, although this period is extended to 6-months in specified circumstances. The purpose of the standstill period referred to above is to allow parties to apply to the Courts to set aside the award decision before the contract is entered into.
