Process Evaluation of Community Payback Orders, Criminal Justice Social Work Reports and Presumption

2.2

Description of the goods or services required

Justice Analytical Services are seeking to commission a process and early outcome evaluation of Community Payback Orders (CPOs), Criminal Justice Social Work Reports (CJSWR) and the presumption against short prison sentences.

CPOs were introduced to replace Community Service Orders, Probation Orders, and Supervised Attendance Orders. CJSWRs were introduced to replace Social Enquiry Reports. Both were introduced in February 2011 alongside a presumption against custodial sentences of 3 months or less. The purpose of a process evaluation of these reforms is to evaluate progress with implementation, including the identification of any barriers to implementation, as well as examining the impact to date of the new provisions against a number of pre-defined short and medium term outcomes (i.e. impact on learning, attitudes and behaviours).

The evaluation will specifically focus on the quality and consistency of CJSWRs, the use of the range of CPO requirements and legislative powers, the extent to which CPOs are tailored to address specific individual offender risks and needs, and the impact of all of these on demonstrable outcomes.

The project will take place between March 2013 and November 2014. Expressions of Interest are now sought for this project.

3 Conditions for Participation

3.1

Minimum standards and qualification required

The Expression of Interest form will be assessed and contractors short-listed on the basis of the following:

– Evidence of experience and skills in managing and conducting process and/or realist evaluations

– Evidence of experience, knowledge and skills in qualitative and quantitative data collection and analysis

– Evidence of conducting criminal justice research, preferably in Scotland.

– Evidence of familiarity with the justice system in Scotland
