Description of the contract

Tender for the supply of a review of existing evidence (on how heating controls affect domestic energy demand. This forms one work package within the first part of a two stage research programme (WP2). The aim of all the work packages in the first stage is to design a potential trial to evaluate whether smarter heating controls could save energy. It reviews evidence (the focus of this tender), gathers users requirements, scans emerging technologies and compares their usability in order to inform the design of a potential trial. These will inform a decision around whether to proceed to the second stage, a field trial to evaluate energy savings from smarter heating controls.

If you wish to take part in this procurement please submit your proposal following the format specified in the Tender Specification. Any late submissions will not be considered. DECC reserves the right to halt the procurement process and to not award a contract. DECC will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon DECC terms and conditions, which are available on the main DECC website – www.decc.gov.uk and this website. Completed tender submission must be returned by post to DECC, address given at the top of this advertisement, by the deadline shown above. We require 3 hard copies (one of which must be signed). Electronic versions of your bids are to be sent to alex.jack@decc.gsi.gov.uk. The deadline for questions is midday January 28th. Answers will be posted on contracts finder if they are not already answered in the specification and in some way add information by January 31st. Interviews, if deemed necessary, will be held on February 18th in the afternoon, ideally on that date (suppliers will be notified of this in the week commencing February 11th). If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 20th February. Project completion is required by early summer.
