Description of the goods or services required

Aberdeen City Council and Aberdeenshire Council wish to appoint an exhibition contractor to design, provide onsite construction, stand deconstruction, project management and onsite stand management of the Aberdeen City and Shire (AC&S) stand at OE17.

3 Conditions for Participation


Minimum standards and qualification required

Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers:

ESPD Question 4A.1 – Bidder is required to provide a certificate from the registrar of companies stating that he is certified as incorporated or registered or, where he is not so certified, a certificate stating that the person concerned has declared on oath that he is engaged in the profession in a specific place under a given business name

Economic and financial standing:

ESPD Question 4B.5.1 – It is a requirement of this contract that bidders hold, or can commit to obtain prior to the commencement of any subsequently awarded contract, the types and levels of insurance indicated:

Employers Liability Insurance minimum of GBP5m

Public Liability Insurance minimum of GBP5m

ESPD Question 4B.6 – The Authority will use an independent credit scoring organisation, namely Creditsafe, to conduct appropriate financial probity checks. An unsatisfactory report may result in further detailed financial checks.

Technical and professional ability:

ESPD Question 4C.1.2 – Bidders will be required to provide examples that demonstrate that they have the relevant experience to deliver the service as described in part II.2.4 of the OJEU Contract Notice.

ESPD Question 4.C.2 – Bidders will be required to confirm details of the technicians or technical bodies who they can call upon, especially those responsible for quality control. In relation to this procurement bidders must be able to confirm details of Event Supplier and Services Association (ESSA) registration or alternative business continuity plan management system

ESPD Question 4D.1 – The bidder must have the following:

A documented process demonstrating how the bidder deals with complaints. The bidder must be able to provide details of how their organisation maintains records of any complaints received and how corrective measures are carried out to prevent re-occurrence.

Contract Performance conditions

Tenderers must be able to provide a suitably qualified and experienced Contract Manager, who will be the primary point of contact between the Tenderer and the Council. Throughout the performance of the contract, the Contract Manager will maintain close contact with Aberdeen City and Aberdeenshire Councils.

The Council will review the performance of the Services from time to time to ensure that they continue to meet the requirements of the Council.

The quality of the Services shall be measured by the extent to which the accord with the standards and timescales included within the Specification and the Response and to accepted professional standards.

The Contract Management Responsibilities specific to this contract will include the following for the duration of the contract:

Ensuring effective levels of communication are maintained


Responsibility for all sub-contractors

Ensuring appropriate Quality Control mechanisms are in place

Cost Control & Financial Reporting
