Description of the contract

This notice pertains to the award of a contract, or contracts, to cover three consecutive test cycles for the provision of marking services for National Curriculum Tests, with an option to extend for a further test cycle. A test cycle incorporates all required activity in the mobilisation of services to recruit and manage markers, allowing for completion of marking of National Curriculum tests within a defined marking window. In each cycle, around 560,000 children who have reached the end of Key Stage 2, participate in a range of National Curriculum Tests. The requirement is for provision of marking services for these tests. We would expect the value of the work over three test cycles (not including the potential one year extension) to be in the region of £50,000,000. Scheduled date for start of award procedures – The contract would be awarded in February 2013, allowing a period of mobilisation in advance of delivery for the 2014 test cycle. The required service includes (but is not limited to): – Creation of a marker model, defining hierarchy, allocation, etc; – Recruitment, contracting and payment of c3,500 markers; – Training of markers including event management; – Quality assurance of marking standards; – Management of markers throughout the marking window; – Helpdesk and support for markers throughout the cycle; – Management and transfer of data in relation to all elements of marking; – Return of test scripts to schools; and – Management of marking reviews. This event is to take place in Coventry on the 24th August 2012.
