A provider is sought to deliver 24hr housing management and CQC registered support across 39 units of which Spelthorne BC, working with SCC, have nominations rights. Care delivery 7:00 to 21:00 is 320 hrs a wk. From 21:00 to 7:00 a worker supports all residents with emergencies as part of tenancy agreements, separate to care and support delivery hrs. Of the 320 hrs, SCC purchases 200 “block” and 70 “spot” to meet assessed needs. 50 hrs are privately purchased. The Care Services Contract duration with SCC is 7 years (3 year term with a max. of 2 extensions of up to 2 years each). The provider will also enter into a Housing Management Contract with NHHT (site landlord) as their agent. The procurement will be conducted under the Light Touch Regime in accordance with Regs. 74 to 76 PCRs 2015. SCC has designed a process incorporating features of the Open Procedure with tenders to be evaluated with a view to awarding contracts for Care and Housing Management Services to a provider.

The SE Shared Services eSourcing portal provides a web-based tool that provides a simple, secure and efficient means for managing tendering and quotation activities reducing the time and effort required for both buyers and Potential Bidders. The portal allows for tender clarifications and submitting your bid electronically. In order to bid for this opportunity you will need to register your company on the SE Shared Services portal. The Council with NHHT is seeking a provider who can deliver housing management and CQC registered support to provide a 24 hour presence to meet the flexible changing needs of the individual tenants on site. There are 39 units of which Spelthorne Borough Council, working with SCC, have nominations rights. Delivery of extra care (7:00 am-9:00 pm) is around 320 hours/week. From 9:00 pm-7:00 am a worker supports all residents with any emergency situations, this service is provided as part of the tenancy agreement and separate to the delivery of the care and support hours. Of the hours provided, 200 are purchased by SCC through a “block” arrangement and 70 hours are purchased to meet assessed needs through “spot” purchase. 50 hours are privately purchased by individuals. The duration of the Care Services Contract offered is 7 years (3 year term with a maximum of 2 extension periods of up to 2 years each). For the housing management service, the provider will enter into a Housing Management Contract for Housing with Support with NHHT (site landlord) as their agent. There is no expectation SCC will manage or pay for this element. The procurement will be conducted under the Light Touch Regime and is subject to limited regulation in accordance with Regs. 74-76 PCRs 2015. SCC has designed a process incorporating features of the Open Procedure with tenders to be evaluated with a view to awarding contracts for Care Services and Housing Management to a single provider on site.
