Norwich City Council are establishing a “Fabric First” housing construction framework to undertake a wide range of projects which includes, but is not limited to, traditional and design & build (single and two stage) methodologies.
The opportunity is divided into three lots as follows:
Lot 1 — 1 to 20 units
Lot 2 — 21 to 110 units
Lot 3 — 111+ units
The key features of the Fabric First Framework are: Creation of comfortable, energy efficient living/working environments, energy efficient buildings, innovative methods of construction, and a flexible construction methodology with minimal implications for design.
The key objectives of the Fabric First Construction Framework are to: Facilitate delivery of projects within the available financial envelopes, employ economical and quick method of construction, provide value for money solutions, including consideration of whole life costs, engage Constructors that have the capability where required to design and develop energy efficient buildings, reduce the costs associated with risk in designing and building to Fabric First requirements, enhance effective supply chain management, and provide access to sustainable construction expertise.
For the avoidance of doubt, the term ‘Fabric First’ used throughout the document refers to energy efficient and Passivhaus developments.
