Horizon Scotland is a property owned by HIE and located at the Enterprise Park, Forres, it operates as an innovation and incubation centre.
HIE require a supplier to provide a Management Service for Horizon Scotland to support the activities of the various tenants and visitors within the building. This will include centre management, reception, tenant, factoring and facilities management services, building security, meeting and events management, reporting and management, supervision of a cleaning contract and the management of the catering supplier. It is expected that these services will be required from February 2016 for a period of 3 years, unless terminated in accordance with the provisions of the Contract conditions, with HIE having the option to extend for a further 1 year period.
The 3 year budget currently available to deliver this service is between 145 000 GBP and 195 000 GBP (excluding VAT).

III.2.1)Personal situation of economic operators, including requirements relating to enrolment on professional or trade registers

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that they are not bankrupt or the subject of an administration order, are not being wound-up, have not granted a trust deed, are not the subject of a petition presented for sequestration of their estate, have not had a receiver, manager or administrator appointed and are not otherwise apparently insolvent.
(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
(3) All candidates will be required to produce a certificate or declaration demonstrating that they have not been convicted of a criminal offence relating to the conduct of their business or profession.
(4) All candidates will be required to produce a certificate or declaration demonstrating that they have not committed an act of grave misconduct in the course of their business or profession.

In order to participate, suppliers should register, for free, on the Public Contracts Scotland PCS) website (www.publiccontractsscotland.gov.uk), record their interest in this contract and download and complete all relevant documentation.

This free process also gives suppliers access to an on line Question and Answer facility which allows queries to be submitted (anonymously), and answers published and shared with all potential bidders.
Tenders must be uploaded and dispatched via the PCS postbox and be received by the date and time indicated with all questions answered. Hard copy responses will not be accepted.
Bidders should note that the ‘Estimated Value Range’ provided in II.2.1) is indicative only and relates to the current anticipated value over the total 4 year period, should the contract be extended.
