The proposed contract requires a supplier with the capability and capacity to deliver world-class facilities management solutions within a 21st century physics laboratory environment. This is a unique environment that requires the potential provider to think differently, understanding that a temperature variation of 0.1 degree C has the potential to be a critical failure within a critical environment.
The Employer is seeking a supplier who has the capability and capacity to manage and deliver in parallel to the core FM contract a call off works programme that equalled 7 900 000 GBP in the last financial year. These works are carried out on behalf of the government landlord for the Teddington site and therefore require the supplier to have the ability to deliver within an environment with diverse stakeholder groups. The delivery of capital projects is seen as a separate function to FM delivery and will require the supplier to resource this element correctly to be successful.

The proposed contract requires a supplier with the capability and capacity to deliver world-class facilities management solutions within a 21st century physics laboratory environment. This is a unique environment that requires the potential provider to think differently, understanding that a temperature variation of 0.1 degree C has the potential to be a critical failure within a critical environment.
The Employer is seeking a supplier who has the capability and capacity to manage and deliver in parallel to the core FM contract a call off works programme that equalled 7 900 000 GBP in the last financial year. These works are carried out on behalf of the government landlord for the Teddington site and therefore require the supplier to have the ability to deliver within an environment with diverse stakeholder groups. The delivery of capital projects is seen as a separate function to FM delivery and will require the supplier to resource this element correctly to be successful.
The Teddington site is in use 24/7, running critical science processes. This extended operating time for the building has reduced the life expectancy of the installed plant and equipment base and created a necessity for enhanced maintenance frequencies on elements of the asset base. To reduce the number of failures occurred, there has been heavy investment in improvements across the estate, including the installation of enhanced BMS systems and condition based monitoring solutions. A large part of the capital works programme is centred around the replacement of plant and equipment installed across the estate.
The Employer is seeking a supplier to manage and secure the provision of the following services for the whole of the portfolio (including the building on the Teddington site occupied by the National Measurement and Regulation Office):
— building cleaning;
— maintenance of the building fabric;
— maintenance of mechanical and electrical plant;
— catering services
— security services
— helpdesk
— reception
— postroom
— landscaping
— logistics
— CHURN Management
— Project management
— ancillary and related activities.
Core activities will include planned inspections, servicing, programmed and day-to-day reactive maintenance and cleaning needed to maintain the buildings in a fit for purpose state.
The current level of expenditure on these core facilities management activities is in the order of 4 200 000 GBP per annum.
The Employer is seeking an open book partnership to deliver the required level of outputs as cost effectively as possible and the specification is being revised to help facilitate the achievement of this objective. The contract will be for a period of 5 years with an option to extend for a further two years. The dynamic and often sensitive nature of the work carried out by the client requires the supplier to be open about the potential for services to be insourced by the client at any period during the contract. This is likely to be in terms of front of house services where the interface is directly with the client’s own clients.
The client property estate, whilst centred on the Teddington site, includes a number of regional locations together with partners sharing the buildings. The supplier will need to work closely with the client to support all elements of the estate and to maintain relationships with the various stakeholder groups that exist.

Information and formalities necessary for evaluating if the requirements are met: (1) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.
