2.2

Description of the goods or services required

Families First is a Welsh Government key programme for delivering better integrated support for families living in or at risk of living in poverty. Its principal focus is supporting families through interventions at the preventative and protective stages. ‘Families First’ aims to drive improvements to family support design and delivery and in doing so reduce the number of families developing more complex needs and requiring more intensive and costly interventions.

This project is made up of six individual lots/programmes as follows and you are able to tender for one or more lots/programmes:

Programme 1: Family Learning and Engagement: To enhance skill and confidence levels amongst young people, parents/carers and the extended family to widen their opportunities and increase their chances of finding suitable employment and progressing within that employment.

Programme 2: Parenting Support: To support parents/carers and the extended family to meet the social, physical, emotional, cultural and learning needs of themselves and their children.

Programme 3: Childcare: To complement the statutory duty in securing sufficient childcare and ensure families at risk of poverty have access to suitable childcare which promotes the child’s development and enables parents to stay in work or take up learning/training opportunities.

Programme 4: Family Support: To address basic and additional needs through preventative activity and early intervention through a multi agency approach in each of the 3 Bridgend County localities and establish a comprehensive and accessible service to young people and families who require support with life skills.

Programme 5: Physical and Emotional Wellbeing: To improve levels of physical and emotional wellbeing in families and keep children and young people safe from harm through better co-ordinated and targeted services

Programme 6: Disability Support (discrete): To provide advice and support to enable disabled children, young people and their families to access work and learning opportunities, stay safe and thrive socially, emotionally and physically and develop skills to be a mutually supportive and resilient family.

The contracts will run for two years with an option to extend for a further 12 months.
