Description

Leicester City Council (LCC) wishes to appoint a film maker to record experts discussing Leicester’s German Expressionist collection and Expressionism more broadly.

Brief

LCC’s Arts and Museums section are undergoing a major redevelopment of their German Expressionist Collection funded by Arts Council England. As part of this project, we are commissioning a minimum of 8 films (minimum 15 minutes, maximum 30 minutes each). These will communicate the expertise and experience in the area of the collection of the films subject.

The collection comprises 17 oils and 450 works on paper, along with significant archival holdings, with particular strengths in Die Brucke and Blaue Reuter. Those awarded the contract will have access to the collection and associated resources by arrangement, subject to the Service’s normal research policy guidance, including restrictions around data protection and copyright where applicable. They will also be able to call upon the expertise of the curatorial team, for advice in the development of the films. Where stipulated or requested by a film’s subject a member of the curatorial team will endeavour to be present for the filming.

The films should include a minimum of five which record the personal experience of the German Expressionist collection (ie family members, sitters, etc). Films can be made in Leicester if the film maker can facilitate the transport of the expert, or in other locations as agreed with the subject.

These films should be suitable for showing in full on our website, but also potentially on a number of formats in our new German Expressionist gallery at New Walk Museum. This could include projections, flat screens or iPads. For this reason, a two minute edit of each longer film should also be supplied. LCC will need the intellectual property rights to use these films as desired now and in the future.

Original contact with film subjects will be made by curatorial staff. After Ema
il Introductions have been made co-ordination of filming will be the responsibility of film makers. Curators may accompany film maker to meet with subjects at the curator’s discretion.

Requirements

The following is required:

Minimum of 8 films (15 minutes, maximum 30 minutes, plus 2 minute gallery edit) for showing in full online and on a potential variety of formats in gallery.

All films and recordings must be suitable for public display.

Intellectual rights for LCC to use all films/recordings as needed in the future and also to re-edit if necessary.

Assessment Criteria

The assessment criteria is split between Quality (40%) and (60%) Price. Methods statements on the RFQ will need to be completed and responses will be used as quality assessments.
