II.1.5)Short description of the contract or purchase(s)

The University is looking to appoint 1 Contractor to test, service and maintain all of the fire alarm systems and associated equipment within its Estate in accordance with this specification and the standards referred to in it.
This specification and the standards referred to therein require the Contractor to execute the works in a safe and workmanlike manner.
The main work undertaken by the Contractor shall cover:
(i) Routine testing, inspection and servicing of all systems in accordance with BS5839-1 Section 6, BS7273, Annexe 1 of this tender document and any other current legislation.
(ii) Defect rectification and upgrade works as directed by the Contract Administrator to a maximum value of 2 500 GBP per order. Larger projects will be by way of a quote.
(iii) Provide 24 hour call-out breakdown service with maximum 2 hour response time.
(iv) Other duties as per Annexe 1, (Qualifications to BS5839-2013 and extras) and as instructed by the Contract Administrator.
In evaluating the tender, the University will seek the most economically advantageous offers in terms of the high level criteria listed below:
Tender questionnaire — 65 %;
Schedule of rates — 35 %.

The estimated value for this tender is 1 400 000 GBP over 4 years (2 + 2 years).
This contract is not open to other purchasing bodies other than the University of Southampton.
This contract is Not suitable for splitting into Lots.
The risk of dividing into lots would render execution of the contract excessively technically difficult and not cost-effective, and undermine proper execution.

Information and formalities necessary for evaluating if the requirements are met: All companies and personnel must be registered with a professional body. If applicable, the business must be registered with the appropriate trade or professional register(s) in the EU member state where it is established (as set out in Annex XI of Directive 2014/24/EU of the European Parliament and of the Council) under the conditions laid down by that member state.
Evidence of your organisation is third-party certified by a UKAS or equivalent certificated certification body, to carry out design, installation, commissioning, servicing of fire alarms.

Information and formalities necessary for evaluating if the requirements are met: To support the financial assessment the University will obtain a financial appraisal report from Creditsafe. This report provides the University with an overall Risk Score which will be used to assess the applicants financial standing. A suitable Performance Bond or Parent Company Guarantee may at the University’s discretion be accepted and allowed to override a credit score classed as below expectation (49-30). A Creditsafe rating classed as Poor (29 or below) will be assessed as a fail and the bid will not be evaluated further.

Due to the nature of this service it was not deemed suitable to be split into lots.
In accordance with Regulation 50, paragraph (2) of the Public Contracts Regulations 2015 and subject to Article 5 and Annex 5, Part D (13) of Directive 2014/24/EU of the European Parliament and of the Council, the University intend to publish the contract value at contract award stage, and reserved the right to do so. By submitting a tender response tenderers are consenting to publication of this information unless otherwise agreed in advance with the University.
Under no circumstances whatsoever will the University of Southampton be liable for or pay any expenses or costs which may be incurred (whether directly or indirectly) by the tenderer in the preparation or submission of their tender proposal.
